Dr. Bijan Tadayon, J.D., is a co-founder of B6Tech, LLC, a consulting firm for the hi-tech startups.   For 5 years, Bijan was the Director of Intellectual Properties for ContentGuard, Inc., a major DRM company, which is a Xerox-PARC spin-off, jointly owned by Microsoft, Time Warner, and Thomson, with Sony as one of the patent licensees.  ContentGuard filed about 400 new applications, with 70 issued US and foreign patents, bringing a huge value for its investors.  He was a co-founder of an educational multi-media software company. 

Bijan worked for the Naval Research Lab for more than 5 years, as a semiconductor researcher.  He trained more than 100 patent examiners, while he was a patent examiner (for more than 5 years).  Bijan has given 13 invited technical and IP lectures at the US Patent Office.  He was involved in the Patent Office Training Advisory Board.  He has expertise in many diverse technical fields (Digital Rights Management (DRM), semiconductors, transistors, software, Internet, security, image processing, telecommunication, and data compression). 

Bijan has had about 80 publications and presentations (related to semiconductors and high-speed transistors), 30 pending or issued US and foreign patents related to Internet security and digital rights management (DRM), and 3 issued US patents related to semiconductors.  Bijan got his Ph.D. degree from Cornell University (related to semiconductors and circuits, with Prof. Lester Eastman), and in the early 1990s, he and his brother designed and fabricated the fastest GaAs-based Heterojunction Bipolar Transistor (MOCVD-grown) in the world.  He got his BS degree in Applied Physics from Cornell, ranking second in his class.  Bijan is also a graduate of the Georgetown Law School.

 
 

 

 

 

 

 

 

 

 

 

Dr. Marv Langston is a co-founder of B6Tech, LLC, a consulting firm for the hi-tech startups.   Combining 34 years of public service and six years of private sector service, Marv brings a broad background to his customers, where he provides consulting services for leadership, enterprise architecture and engineering, project management, and organizational strategy. 

In private industry, Marv has served as the COO of a small high-tech start-up, CTO of a large business practice, led large corporation IT transformation, initiated account management practices to unify customer trust relationships, and helped rebuild troubled system development programs.

In government Marv began as an Enlisted Nuclear Submarine technician in 1966 and retired as a Combat Systems Engineering Duty Officer in 1988.  He then joined JHU Applied Physics Lab supporting Navy and Missile Defense.  In 1994 Marv rejoined government and served as the DASN C4I, Navy’s first CIO, DARPA Information Systems Director, and finally as the DoD Deputy CIO, where he successfully initiated the GIG, started the PKI CAC card, and led the Defense Department through the Y2K transformation.  In these positions, he spearheaded the measured reform necessary to enhance both mission and business processes and earned the Government Computer Week magazine Executive of the Year award in 1999.

Marv’s technical background began as a Navy technician maintaining nuclear power, communication, radar, and data systems.  His education includes BSEE (Electronic Engineering) Purdue, 1973; MSEE (Electronic Engineering) Naval Post Graduate School, 1978; Program Management Course DSMC, 1981; MPA (Public Administration) USC, 1993; and DPA (Public Administration) USC 1994.

 
 

 

 

 

 

 

 

 

 

 

 

 

Dr. Mahnaz Dean, is a co-founder of B6Tech, LLC, a consulting firm for the hi-tech startups.  For the past six years, Mahnaz was an IBM executive in the Global Services and held various leadership roles and responsibilities.  In these roles, Mahnaz managed global strategic direction, management, delivery, investment and development of new ideas, assets, solutions, and client satisfaction for the Security, Privacy, Wireless, and Emerging Technology within Public and Private Sectors.

Mahnaz managed the business consultants, architects, and program managers that support Federal Government, State and Local, Healthcare, and Education Industries on the related technology and requirements.  From Jan 2003 to June 2005, Mahnaz and her team grew the practice from 18 security professionals to 145 plus members.   Mahnaz worked closely with the IBM research team to identify and develop new technologies for our clients based on their requirements, while developing and using best practices on Systems Engineering capabilities for Federal Industry in complex projects. 

Mahnaz’s prior role in IBM was the Director of Business Development, Strategy and Operations for IBM Global Services.  She was responsible for the operations management of Public Sector, as well as, business development, market intelligence, competitive intelligence, business strategic planning, engagement strategy, proposal process development, identification of new opportunities, and emerging trends and technology.     

Before joining IBM in November 2000, Mahnaz held various roles and responsibilities in the Office of the Department of the Navy Chief Information Officer (DON CIO).  Throughout her career in the Federal Government, she pursued her Masters and Doctorate degrees in Public Policy and Information Technology.  She has got the Masters of Engineering Degree in Robotics and Computer Vision (OCR) from Cornell University.  She has also taught at the American Military University.  She has authored multiple publications on Information Technology.

 
 

 

 

 

 

 

 

 

 

 

 

 

 

 

Mr. Jacques Romain is a co-founder of B6Tech, LLC, a consulting firm for the hi-tech startups.  He previously worked for the Department of Employee Services (DOES) as the Associate Director of Information Technology/CIO. In that position he focused on coordinating the Information Technology initiatives of the business unit managers into a cohesive IT plan for the agency, as well as directing the selection, installation and maintenance of computer systems software and hardware for all agency-computing platforms.  Prior to working for DOES, he founded ROMAIN INFORMATION TECHNOLOGY CONSULTING INC (RITC Inc), an information systems and telecommunications consulting practice, which includes providing executive consulting services to the federal government, large and small businesses.

Before creating his own company he served as the RBIS-Ltd Executive VP supporting customer efforts, arranging from information assurance requirements to tailored request from senior DoD, Federal and civilian customer base. RBIS provides support in creating policy to help govern DoD programs in relation to IA and network security.  Before joining the RBIS-Ltd team he was the Executive Director to Cisco’s Systems, Director for Service Support within the Pentagon and the National Capital Region (NCR).  He provided Information Technology support to over 15 key offices within the DoD, including the Office of the Secretary of Defense (OSD). 

Prior to working at Cisco, Jacques, a Navy Chief Warrant Officer, served as the Military Advisor to OSD’s Deputy Chief Information Officer.  This culminated his a 21-year Naval career.  During his time in C3I he oversaw the Y2K efforts within DoD, as well as the development of the Global Information Grid throughout its earliest stages.

Mr. Romain has over 20 years of experience in the defense IT environment.  He has successfully managed large organizations and numerous far-reaching IT projects.  He is experienced in strategic planning and policy guidance, with a wide knowledge of full-spectrum network management functions, including new technology implementation, diagnostics, and troubleshooting.  He has consistently worked to reach win/win solutions through creative problem solving, progressive teaming, optimized resource allocation, and sound technical solutions.
